The Inter-American Institute for Cooperation on Agriculture (IICA) is the specialized agency for agriculture of the Inter-American system. It is governed by its own Convention and recognized as a specialized agency of the Organization of American States (OAS). It is an inter-governmental organization with full legal standing and has 34 Member States in the Americas which are responsible for guiding, following-up, and evaluating the Institute's operation. The purposes of the Institute are "to encourage, promote and support the efforts of Member States to achieve their sustainable agricultural development and rural welfare, and in strengthening the inter-American dialogue on agriculture within the context of hemispheric integration".

IICA's primary governing body is the Inter-American Board of Agriculture (IABA) which is usually composed of Ministers or Deputy Ministers of Agriculture, or their representatives, from each one of its Member States. The other governing body is the Executive-Committee which consists of twelve Member States elected to two-year terms by partial rotation. The administrative cadre of the Institute is the General Directorate, headed by the Director General who is responsible for carrying out the policies and mandates of the Board. The Headquarters are located in San Jose, Costa Rica, and national offices, named Technical Cooperation Agencies, are presently maintained in 34 countries throughout the Americas. Canada joined IICA in October 1972 and it is the second most important financial quota contributor of the Institute.
