According to the Arizona Secretary of State's website, the following information applies to voting rules for primary elections in Arizona:

Any registered voter can participate in primary elections for:

  • United States Senators
  • United States Congressional Representatives
  • State offices
  • County offices
  • City offices

In primary elections, as a registered voter with a party designation recognized as a party in the State of Arizona, you vote as follows:

  • Democrat - only the Democratic ballot
  • Republican - only the Republican ballot
  • independent - only the independent ballot

In primary elections, as a registered voter without a party designation or with a party not recognized by the State of Arizona, you vote as follows:

  • Independent - you pick one (Democrat, Republican, independent) party's ballot to vote
  • No party designation - you pick one (Democrat, Republican, independent) party's ballot to vote
  • Unrecognized party designation - you pick one (Democrat, Republican, independent) party's ballot to vote
