According to the CRS Report to Congress regarding the budget requirements for FY2001, the Department of Agriculture stated:

The conference agreement contains the levels initially passed by the House and Senate for the central hazardous materials fund, $10.0 million.

Unfortunately, there isn't any other information readily available on this well-funded agency initiative.
